SUMMARY:How to Achieve Common Responses to Shared Hybrid Threats – A View from Europe
DESCRIPTION:relationship between external and internal security. Hybrid threats stem from a variety of governmental and non-governmental actors using both conventional and unconventional (i.e. diplomatic, political, military, economic, technological, social) methods. The emergence of hybrid threats makes it necessary to compare experiences and best practices in detecting, mitigating and countering the threats as well as building resilience against them.
In order to rise to the challenge, a group of EU and NATO countries established the European Centre of Excellence for Countering Hybrid Threats in Helsinki in April 2017. It provides a common platform for closer EU–NATO cooperation, providing a single location dedicated to promoting the development of comprehensive responses at the national level and coordinated responses at EU and NATO level. The Centre serves as a hub of expertise supporting the participants’ individual and collective efforts to enhance their civil-military capabilities and resilience to counter hybrid threats with a special focus on European security.
Please join us for a discussion with the Director of the European Centre of Excellence for Countering Hybrid Threats, Dr. Matti Saarelainen, who will share his perspectives on how to achieve common responses to shared hybrid threats.
LOCATION:The Elliott School of International Affairs, 1957 E Street NW, Room B12 (Basement Level), Washington, DC, 20052
