“European Energy Security and the U.S. Shale Revolution”

Eckart Woertz, Ph.D., is a Senior Research Fellow at CIDOB, the Barcelona Centre for International Affairs, and scientific advisor to the Kuwait Chair at Sciences Po in Paris, and he teaches at the Barcelona Institute of International Studies (IBEI). Previously, he was a visiting fellow at Princeton University and Director of Economic Studies at the Gulf Research Center in Dubai, and he worked for banks in Germany and the United Arab Emirates. He is the author of Oil for Food (Oxford University Press 2013) and has published numerous journal articles on development issues in the Middle East. He is on the Editorial Boards of Food Security and the Journal of Arabian Studies and holds a Ph.D. in Economics from Friedrich-Alexander University, Erlangen-Nuremberg.

Abstract: Energy security is increasingly occupying a top spot on the EU’s foreign policy agenda. The unconventional oil and gas revolution, OPEC’s supply response, increased global Liquefied Natural Gas (LNG) trade, persistent concerns about the reliability of Russian gas supplies, and the need to expand low-carbon energies such as renewables to address climate change pose opportunities and challenges to European energy security. The EU has upgraded the issue with its flagship Energy Union communication and its EU Energy Diplomacy Action Plan. The United States has developed into a major exporter of Natural Gas Liquids and refined petroleum products as a result of its unconventional oil and gas revolution. It is developing export capacities for LNG and continues to be a major coal exporter. The United States is also a crucial partner of the EU for transportation security and the protection of critical energy infrastructure. Against this backdrop, this talk analyzes opportunities and challenges of transatlantic energy cooperation in a changing global energy landscape.
