Victor Minella (Senior Director, Integration Support Directorate, Office of the Deputy Under Secretary of Navy (Policy)
Mr. Minella is a member of the Department of the Navy Senior Executive Service. He is serving as the Senior Director, Integration Support Directorate (ISD), Office of the Deputy Under Secretary of the Navy (Policy). He is the senior advisor to the Secretary of the Navy, Under Secretary of the Navy and Deputy Under Secretary (Policy) on sensitive special operations, signature reduction, and interagency activities worldwide. His portfolio includes multiple Navy and National level programs. He is also a Senior Advisory Board Member on multiple Office of the Secretary of Defense and Department of the Navy Sensitive Activities Oversight Committees chartered with reviewing all aspects of DoD sensitive activities to include resourcing, authorities and alignment with the National Defense Strategy.
Mr. Minella enlisted in the Navy as a Hospital Corpsman in 1987 where he served as a Survival Instructor, Navy Diver and Parachutist. Following his selection to the Enlisted Commissioning Program, Mr. Minella graduated with honors from the University of Mississippi with a Bachelor’s Degree in Political Science and received his commission. As an Officer, Mr. Minella served as a Naval Intelligence Officer and Unmanned Aviation System Mission Commander with tours aboard the USS Independence, Fleet Composite Squadron Six, Chief of Naval Operations-Intelligence Plot, Pentagon, and U.S. Pacific Command.
In 2008, Mr. Minella retired from Naval Service and accepted a position as a civilian with the Department of the Navy. He is a graduate of the Federal Executive Institute and recipient of the Department of the Navy Superior Civilian Service Award.
Keynote: Sokwoo Rhee (Associate Director of Cyber-Physical Systems)
Sokwoo Rhee is Associate Director of Cyber-Physical Systems Innovation at the National Institute of Standards and Technology (NIST), U.S. Department of Commerce. He is currently leading the Global City Teams Challenge (GCTC) which aims to create a replicable and scalable model for collaborative incubation and deployment of Internet of Things (IoT) and Cyber-Physical Systems (CPS) solutions to improve the quality of life in smart cities around the world. He previously served as a Presidential Innovation Fellow on CPS, a program by the White House Office of Science and Technology Policy.
During his fellowship, he co-led the SmartAmerica Challenge, which brought together IoT technologies and CPS across the nation to demonstrate how they can provide concrete examples of the socio-economic benefits. Prior to joining US government, he was Co-founder and CTO of Millennial Net, Inc., which was one of the first to successfully commercialize low-power wireless network and Internet of Things technology from academia. His work and achievements have been recognized through awards including MIT Technology Review’s Top Innovators under 35 and Red Herring’s Top 5 Innovators. He received his M.S. and Ph.D. in Mechanical Engineering from Massachusetts Institute of Technology.
Anne Marie Zettlemoyer (Cyber Strategist)
Anne Marie joins us a seasoned security thought leader with 19 years of experience across 8 industries. Complimented with a background in business and analytics, Anne Marie is a highly skilled cyber strategist with expertise in cybersecurity risk and operations, decision science, metrics, and performance measurement. As Director of Security Architecture and Innovation at Freddie Mac, Anne Marie led a team of technical SMEs to design the strategies and solutions for enterprise security capabilities from a people, process, and technology perspective. Anne Marie also served as a Director of Information Security at Capital One, where she conceptualized and built the Cyber Think Tank, providing an integrated, risk-based lens into the company's cyber security posture. Areas of research include security analytics, vulnerability management, IAM, cloud security, SOC operations, third party risks, threat modeling, remediation strategies, and intel trends. In prior roles, Anne Marie served as Director of Business Analytics at FireEye, Sr. Strategy and Operations Consultant at Deloitte, and Special Advisor to the Director of the Secret Service.
Colonel Donald Bray (Acting Director of Cybersecurity and Information Assurance at the Department of Army)
Colonel Donald Bray serves as the Acting Director of Cybersecurity and Information Assurance at the Headquarters, Department of the Army, Office of the Army Chief Information Officer (CIO)/G-6.As the Director, COL Bray reports directly to the Army CIO/G-6. He is responsible for assisting in the development of strategy, policy, and guidance for the Army's ongoing cybersecurity and information assurance efforts.
Prior to joining CIO/G-6, COL Bray served as the Commander, Cyber Protection Brigade, Fort Gordon, Georgia. Previous assignments include Commander, 2nd Information Operations Battalion, Fort Belvoir, Virginia; Assignment Officer, Human Resources Command Signal Branch, Alexandria, Virginia; and various other Signal plans and operations assignments from the tactical to the strategic level. COL Bray has deployed in support of Operation UPHOLD DEMOCRACY (JTF-180 Haiti), Task Force Sinai, and Operation IRAQI FREEDOM.COL Bray is a Distinguished Military Graduate of the Army Officer Candidate School and was commissioned into the Army Signal Corps in 1991. He was later career field designated as an Information System Manager in 2001. He holds a Master of Science in Information Assurance from the University of Maryland University College and a Master of Strategic Studies from the U.S. Army War College.
His military education includes the Signal Officer Basic Course (Honor Graduate); the Signal Officer Advance Course (Honor Graduate); the Director of Information Management Course; the System Automation Course; the Command and General Staff College; the National Defense University Advance Management Program; and the Joint Combined Warfare School. His cybersecurity training includes courses for Computer Network Operations Planner, Certified Ethical Hacker, and DoD Chief Information Officer Certification.COL Bray’s highest military awards include the Legion of Merit and the Bronze Star Medal. His special skills include Army Airborne and French Command qualifications. He is also a 2014 inductee into the Army Officer Candidate School Hall of Fame.
Christopher A. Chrislip, Captain, USN (Assistant Chief of Staff, Plans & Policy, U.S. Fleet Cyber Command/ Commander, TENTH Fleet)
Captain Chrislip a native of Newton, North Carolina, graduated from North Carolina State University in Raleigh, NC with a Bachelor of Science in Nuclear Engineering in 1990. He was commissioned via NROTC as Special Duty (Cryptology).
He served in Naval Security Group Activity, Misawa, Japan as the Search and Development Division Officer, Joint Operations Watch Officer, and Direct Support Element Division Officer in submarines and USS BLUE RIDGE (LCC 19). Captain Chrislip then attended Naval Postgraduate School, Monterey, California. He graduated in 1995 with a Master of Science degree in Computer Science.
He served in Naval Security Group Activity, Pensacola, Florida as the HFDF Software Support Division Officer, and as Information Warfare-Protect Department Head. He established Commander, Naval Security Group’s first Information Warfare Operations Center for Computer Network Defense. In 1998, he was awarded the Armed Forces Communications and Electronics Association International Copernicus Award for individual contributions to Information Warfare. Captain Chrislip was then assigned to USS CARL VINSON (CVN 70) in Bremerton, Washington as the Ship’s Signals Exploitation System Division Officer and Officer of the Deck Underway.
In 2001, he was assigned to the Naval Information Warfare Activity (NIWA), Washington, DC as the Development Support Division Officer, the Assistant Intelligence Department Head, and Operations Department Head. There he provided specialized Information Operations systems and support to for theater Commanders’ Special Technical Operations.
Following NIWA, Captain Chrislip was assigned to Chief of Naval Operations staff (N20) at the Pentagon where he served as the Joint Military Intelligence Programs / Tactical Intelligence and Related Activities (JMIP/TIARA) Programs Manager. Captain Chrislip led Navy’s efforts to streamline JMIP /TIARA into a new DoD-wide Major Force Program for military intelligence (MIP).
In 2006, Captain Chrislip was assigned as Deputy Information Warfare Commander, Carrier Strike Group ELEVEN in USS NIMITZ (CVN 68), where he exercised tactical control of fleet Information Warfare systems and aircraft in support of Operations Enduring Freedom and Iraqi Freedom during two Western Pacific and Arabian Gulf Deployments.
Captain Chrislip commanded Navy Information Operations Command Sugar Grove, West Virginia from August 2008 to September 2010 where he served as both Installation Commander and National Intelligence Site Commander. He then reported to Chief of Naval Operations N2/N6 in October 2010 where he served as Director, Intelligence Community Integration representing Naval Intelligence Policy, Strategy, and interests to the more than 17 Joint and national intelligence agencies on a multitude of issues impacting the U.S. Navy. As the U.S. Navy’s voting member on both the National Geo-spatial Intelligence Committee, and the National Signals Intelligence Committee he guarded U.S. Navy and Naval Intelligence equities while leveraging national capabilities.
Captain Chrislip served on the Joint Staff, J39 from September 2011 to October 2012 as Deputy Chief of Cyber Operations. While with J39 he led joint efforts to streamline cyber response in defense of the nation and was the key lead for cyber inclusion in the Chairman’s Emergency Action Plans. BGen Kevin J. Nally, USMC (Ret.) (Chief Information Officer at U.S. Secret Service)
BGen Kevin Nally was commissioned a Second Lieutenant in the Marine Corps in May 1981, after graduating from Eastern Kentucky University with a Bachelor of Science in Agronomy and Natural Resources.
After completing The Basic School and Communications Officer Course, he was assigned to the 1st Marine Amphibious Brigade where he served as a Communications Platoon Commander for the Marine Service Support Group-37 and later as a Communications Platoon Commander for the Brigade Service Support Group. During this tour, BGen Nally attended SCUBA School, Pearl Harbor where he served in an additional duty capacity as a search and rescue diver.
In 1985, he was reassigned to Marine Corps Recruiting Station, Los Angeles, California where he served as an Officer Selection Officer. In 1988, BGen Nally attended Command, Control, Systems Course in Quantico, Virginia. After graduating in 1989, BGen Nally was assigned to the 2nd Tank Battalion, 2nd Marine Division where he served as the Communications Platoon Commander during Desert Shield and Desert Storm. Following this, he was assigned to Communications Company, Headquarters Battalion, 2nd Marine Division as the Executive Officer.
In 1992, BGen Nally was assigned as the Operations Officer, Recruit Training Regiment, Marine Corps Recruit Depot/Eastern Recruiting Region, Parris Island. In 1995, BGen Nally was transferred to the 3rd Marine Division where he served as the S-6, then the S-3, and finally as the Executive Officer for the 4th Marine Regiment. In 1996, he served as the Commanding Officer, Communications Company, Headquarters Battalion, 3rd Marine Division. In 1998, BGen Nally was assigned as the Deputy Director, J6, United States Forces, Japan and completed a Masters in Information Systems Management.
From 2000 to 2002, BGen Nally was the Commanding Officer of Support Battalion, MCRD/ERR, Parris Island. From May of 2002 to July 2003, BGen Nally was the Director, Marine Corps Martial Arts Program. BGen Nally is a 2004 graduate of the Industrial College of the Armed Forces with a concentration in Information Strategy. Following this assignment, he served from 2004 until 2006 as the Deputy Director for C4, United States Central Command where he deployed twice in support of OIF/OEF. In 2006, BGen Nally was transferred to Camp LeJeune, NC, where he served as the II MEF AC/S G-6 and subsequently as the II MEF Chief of Staff. From 2007 until 2009, he served as the Commanding Officer, Marine Corps Communications-Electronics School in 29 Palms, CA, and as the AC/S, G-6, MCAGCC/MAGTF-TC. He is currently serving as the Chief Information Officer for the US Secret Service.
His personal decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit (with one gold star), Defense Meritorious Service Medal, Meritorious Service Medal with two gold stars, the Navy/Marine Corps Commendation Medal with three gold stars, the Navy/Marine Corps Achievement Medal, and the Combat Action Ribbon.
Armaldo Medina (Chief of Physical Security at United States Mint)
Arrnaldo Medina, MAS, CASP, SSCP currently serves as the Chief of Physical Security at United States Mint. He possesses 20 years of public and private experience as a Senior Security Specialist in leading complex security assessment and physical security programs; more recently with the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). He has served as a Senior Advisor to ICE Homeland Security Investigations (HSI) Senior Executives in developing and executing security strategies in support of secure classified space construction projects, nationwide.
Mr. Medina is also veteran of the United States Marine Corps (USMC). He served a distinguished career as a United States Embassy Marine Security Guard (MSG) abroad, supporting highly critical security operations for the United States Department of State (DoS). He has been an advisor to various DoS Regional Security Officers (RSO) on matters of security policy, emergency management and response, vulnerability assessments and armed physical security operations. He is fluent in Spanish and functional in both Japanese and Russian.
Mr. Medina holds a Bachelor of Science Degree in Professional Security Studies from New Jersey City University, and a Master of Applied Science Degree in Security Management from the University of Denver University College. He is an active member of the American Society for Industrial Security International (ASIS) and the International Information Systems Security Certification Consortium (ISC2).
Tim Finin is the Willard and Lillian Hackerman Chair in Engineering and a Professor of Computer Science and Electrical Engineering at the University of Maryland, Baltimore County (UMBC). He has over 40 years of experience in applications of artificial intelligence to problems in information systems and language understanding. His current research is focused on representing and reasoning with knowledge graphs, analyzing and extracting information from text, and enhancing security and privacy in information systems. He is a fellow of the Association for the Advancement of Artificial Intelligence (AAAI), an IEEE technical achievement award recipient and was selected as the UMBC Presidential Research Professor in 2012.
Finin received an S.B. degree in Electrical Engineering from MIT and a Ph.D. degree in Computer Science from the University of Illinois at Urbana-Champaign. He has held positions at UMBC, Unisys, the University of Pennsylvania, Johns Hopkins University and the MIT AI Laboratory. He is the author of over 400 refereed publications and has received research grants and contracts from a variety of sources. He participated in the DARPA/NSF Knowledge Sharing Effort, helped lead the development of the KQML agent communication language and was a member of the W3C Web Ontology Working Group that standardized the semantic web language OWL.
Finin has chaired the UMBC Computer Science department, served on the Computing Research Association board of directors, been a AAAI councilor, and chaired a number of major research conferences. He is a former editor-in-chief of the Elsevier Journal of Web Semantics and is currently co-editor of the Viewpoints section of the Communications of the ACM.

BGen Kevin Nally was commissioned a Second Lieutenant in the Marine Corps in May 1981, after graduating from Eastern Kentucky University with a Bachelor of Science in Agronomy and Natural Resources.
After completing The Basic School and Communications Officer Course, he was assigned to the 1st Marine Amphibious Brigade where he served as a Communications Platoon Commander for the Marine Service Support Group-37 and later as a Communications Platoon Commander for the Brigade Service Support Group. During this tour, BGen Nally attended SCUBA School, Pearl Harbor where he served in an additional duty capacity as a search and rescue diver.
In 1985, he was reassigned to Marine Corps Recruiting Station, Los Angeles, California where he served as an Officer Selection Officer. In 1988, BGen Nally attended Command, Control, Systems Course in Quantico, Virginia. After graduating in 1989, BGen Nally was assigned to the 2nd Tank Battalion, 2nd Marine Division where he served as the Communications Platoon Commander during Desert Shield and Desert Storm. Following this, he was assigned to Communications Company, Headquarters Battalion, 2nd Marine Division as the Executive Officer.
In 1992, BGen Nally was assigned as the Operations Officer, Recruit Training Regiment, Marine Corps Recruit Depot/Eastern Recruiting Region, Parris Island. In 1995, BGen Nally was transferred to the 3rd Marine Division where he served as the S-6, then the S-3, and finally as the Executive Officer for the 4th Marine Regiment. In 1996, he served as the Commanding Officer, Communications Company, Headquarters Battalion, 3rd Marine Division. In 1998, BGen Nally was assigned as the Deputy Director, J6, United States Forces, Japan and completed a Masters in Information Systems Management.
From 2000 to 2002, BGen Nally was the Commanding Officer of Support Battalion, MCRD/ERR, Parris Island. From May of 2002 to July 2003, BGen Nally was the Director, Marine Corps Martial Arts Program. BGen Nally is a 2004 graduate of the Industrial College of the Armed Forces with a concentration in Information Strategy. Following this assignment, he served from 2004 until 2006 as the Deputy Director for C4, United States Central Command where he deployed twice in support of OIF/OEF. In 2006, BGen Nally was transferred to Camp LeJeune, NC, where he served as the II MEF AC/S G-6 and subsequently as the II MEF Chief of Staff. From 2007 until 2009, he served as the Commanding Officer, Marine Corps Communications-Electronics School in 29 Palms, CA, and as the AC/S, G-6, MCAGCC/MAGTF-TC. He is currently serving as the Chief Information Officer for the US Secret Service.
His personal decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit (with one gold star), Defense Meritorious Service Medal, Meritorious Service Medal with two gold stars, the Navy/Marine Corps Commendation Medal with three gold stars, the Navy/Marine Corps Achievement Medal, and the Combat Action Ribbon.
Armaldo Medina (Chief of Physical Security at United States Mint)
Arrnaldo Medina, MAS, CASP, SSCP currently serves as the Chief of Physical Security at United States Mint. He possesses 20 years of public and private experience as a Senior Security Specialist in leading complex security assessment and physical security programs; more recently with the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). He has served as a Senior Advisor to ICE Homeland Security Investigations (HSI) Senior Executives in developing and executing security strategies in support of secure classified space construction projects, nationwide.
Mr. Medina is also veteran of the United States Marine Corps (USMC). He served a distinguished career as a United States Embassy Marine Security Guard (MSG) abroad, supporting highly critical security operations for the United States Department of State (DoS). He has been an advisor to various DoS Regional Security Officers (RSO) on matters of security policy, emergency management and response, vulnerability assessments and armed physical security operations. He is fluent in Spanish and functional in both Japanese and Russian.
Mr. Medina holds a Bachelor of Science Degree in Professional Security Studies from New Jersey City University, and a Master of Applied Science Degree in Security Management from the University of Denver University College. He is an active member of the American Society for Industrial Security International (ASIS) and the International Information Systems Security Certification Consortium (ISC2).
Tim Finin is the Willard and Lillian Hackerman Chair in Engineering and a Professor of Computer Science and Electrical Engineering at the University of Maryland, Baltimore County (UMBC). He has over 40 years of experience in applications of artificial intelligence to problems in information systems and language understanding. His current research is focused on representing and reasoning with knowledge graphs, analyzing and extracting information from text, and enhancing security and privacy in information systems. He is a fellow of the Association for the Advancement of Artificial Intelligence (AAAI), an IEEE technical achievement award recipient and was selected as the UMBC Presidential Research Professor in 2012.
Finin received an S.B. degree in Electrical Engineering from MIT and a Ph.D. degree in Computer Science from the University of Illinois at Urbana-Champaign. He has held positions at UMBC, Unisys, the University of Pennsylvania, Johns Hopkins University and the MIT AI Laboratory. He is the author of over 400 refereed publications and has received research grants and contracts from a variety of sources. He participated in the DARPA/NSF Knowledge Sharing Effort, helped lead the development of the KQML agent communication language and was a member of the W3C Web Ontology Working Group that standardized the semantic web language OWL.
Finin has chaired the UMBC Computer Science department, served on the Computing Research Association board of directors, been a AAAI councilor, and chaired a number of major research conferences. He is a former editor-in-chief of the Elsevier Journal of Web Semantics and is currently co-editor of the Viewpoints section of the Communications of the ACM.
